"Axe-Hand" Morgan[4] is a former Marine captain, the father of Helmeppo and the first significant Marine officer to appear in the storyline.[1] After his defeat by Monkey D. Luffy and Roronoa Zoro, he was stripped of his rank for his many abuses of power.
He is the third antagonist of the Romance Dawn Arc, serving as the main antagonist of the Shells Town subsection. He is also the main antagonist of the Diary of Koby-Meppo cover-page serial.

Morgan is a notably towering, muscular man with tanned skin, blonde hair, a well-defined face, and a steel jaw etched with the word Möwe (German for "seagull").[6] As his epithet suggests, his right hand has been replaced with a huge steel axe, the handle of which is not only bolted through the bones of his forearm, but sticks out where his elbow should be.

Morgana
Morgana (モルガナ, Morgana) is a character that originates from Persona 5, and a member of the Phantom Thieves of Heart, where his codename is Mona (モナ, Mona).
Origin
Morgana makes his debut in Persona 5. Morgana is a strange catlike being who Joker and Ryuji meet when they first enter Kamoshida's Palace. After escaping with Joker awakened to his Persona, the two find Morgana locked up in a cell, who convinces the two to free them in order to flee from the palace for the first time. From then on, Morgana teaches Joker and Ryuji about how to use Personas and the practice of becoming a Phantom Thief. After defeating Kamoshida, Morgana introduces the Phantom Thieves to Mementos, and asks them to help him explore it, as he believes the secrets to his past are locked away in its depths. Despite his feline appearance (becoming an actual cat outside the Metaverse), Morgana emphatically insists that he is not a cat, but a human.
